Lines that pass the definition in METHODOLOGY.md section 1 but fail test 3 (no record we can cite). Each is a candidate FOIL request. None appears in the registry as a figure.

Problems inside the sources themselves (recorded, not corrected)

Found by three blind-check passes on Sept. 5, 2026. These are defects in the agencies' own publications. The registry prints them next to the affected figures rather than smoothing them over.

Mayor's Management Report dataset (rbed-zzin) never states that "(hours:minutes)" and "(minutes:seconds)" indicators are stored as H.MM and M.SS; the encoding is inferred from the fractional part never exceeding .59.
NYCHA heat outage time: fiscal-year-to-date value covers heating months only; July to September rows are 0.00.
HPD "Section 8 — Median time from completed application to voucher issuance" and "... from voucher issuance to lease up": titles say median, definitions say average; the first also includes incomplete applications.
HPD "Lottery projects — Median time to complete applicant approvals": definition text garbled ("to approval to completion"). HPD "voluntary new construction unit" lease-up definition has typos ("revealed TCO", "HPS").
HPD "Lottery units — Median time to approve an applicant": clock starts at certificate of occupancy, not at the applicant's log number, which is how the press and the Furman Center describe the figure.
HRA "Average wait time to speak with a customer service agent": an in-person greeter-to-caseworker wait, not a phone wait. The printed PMMR shows "90:60" for a minutes:seconds value.
HRA SNAP timeliness: November 2025 row blank. HRA Medicaid timeliness: no values after fiscal 2024.
Commission on Human Rights "Open matters": "matters" undefined.
Quarterly indicators carry valuedates that do not say which quarter a row closes; some rows repeat the prior month's value.
NYCHA's Aug. 1, 2024 Section 8 release calls the same 200,000 "households," "applications," "New Yorkers" and "families and individuals."
Comptroller's "Evictions Up, Representation Down" (May 2025) gives three framings for one rise in active eviction cases: from the January 2021 end of the moratorium (introduction), a moratorium that "expired on January 15, 2022" (body), and March 2020 to March 2024 (key findings).
Furman Center's Housing Connect report does not state the date range of its sample.
Gothamist's Dec. 18, 2025 vendor story says "licenses" where the DOHMH rule governs "permits."
NYCHA Metrics repair-time page carries no as-of date.
